I have a 2001 accord lx and i recently bought new 17‘‘ rims and 205/50-17 tires to replace the old 15‘‘s and their 205/65-15 tires. My question is about inflation. The placard on my car says to inflate to 29 psi cold for front and rear, but with these new wheels should i raise the psi or keep them at 29?

Actually when you change away from the car manufacturer's tire size, you can put whatever pressure you want. Lower pressure for softer ride, slow handling, more pressure for a firmer ride and handling. The pressure on the side of the tire usually says maximum pressure and the manufacturer puts them there so you don't hurt yourself.
The cold tire inflation pressure on the new 17 inch tire sidewalls probably says 36 psi maximum. For best gas mileage I recommend inflating all four tires to 36 psi. You won't notice any road performance difference and your tires will last longer.
