Locks Changed For New Tenants For $40?

I advertised for locks to be changed on an out of town rental property for $40 on Craig's List. I had a guy that respond did changed the locks and then he sent me a bill for more. It was for $90. He said he made more trips to Lowe's to have it done the tenant wasn't there the first time that he is not working for $40. He did not say anything about that is was going to be extra I gave him the tenants phone number. What do I need to do can he do this? He keeps E-Mail me and said he is giving me until the 18th that he has dealt with my kind before.

Wow! thankyou! exactly what I was searching for. I looked for the answer on the internet but I couldn't find them.
used properly vaporizers don't produce very much smoke and shouldn't set off the alarm. However many times people run them too hot or in the case of the whip/box style they suck the air too slowly and it can burn, causing smoke. Whether or not it's enough to set off a smoke alarm I don't know. Standard smoke alarm, probably not, but an alarm designed to catch cigarette smoking in the dorm, like the detector in airplane bathrooms, might.
I was recently told, by a chimney sweep, that my smoke chamber needs repair. He said there are settling cracks in the masonry, so the smoke is escaping somewhere and not just out the top. The other night we could smell smoke in the upstairs rooms, but the fireplace seemed to be working correctly. This might be something to investigate (Smoke chamber). I am going to have 2-3 more fireplace companies come out to give their evaluation and a quote. Don't drag your feet with it. CO and smoke are nothing to mess with.
