Question:

why would one side of brakes stop working?

have a 99 dodge caravan one side of brakes have stopped working where should i troubleshoot

Answer:

I would start with the master cylinder and proportioning valve.
For safety reasons, the braking system is broken-down into two separate parts, so if one of the brake lines is damaged leaks all it's fluid out, the other half of the system will still work. It's possible you have a leak in one half of your system, but the other half is still intact working. Best let a pro put it up on a lift have a look.
It is not the master cylinder or the split brake system. You said one side stopped working when I think you mean one brake is not working. Start at the brake that is not working. That would mean if it pulls to the left then the right brake is not working. If it pulls the steering wheel out of your hand then it is the front brakes and if it pulls the car then it is the rear brakes. Look for things like no pads left or a caliper that is stuck.
