How do i get out of a fire hydrant ticket?

I live in Philadelphia and parked within 15 feet of a fire hydrant, but the fire hydrant is clearly broken..the cap part where the water comes out is off..so obviously there is no water in it. Can i get out of this ticket?

Maybe you want something like motocross racers use. Goggles with multiple layer tear offs. When they get muddied up, they just tear off a layer and they can see again. It would surprise me if someone did not make a mask or goggles for paint sprayers that did not have some sort of renewable or replaceable lenses. Even Nascar cameras have a clear film in front of the on car cameras, so if that film gets splattered with oil, rollers turn and puts fresh clear protective film in front of the camera so it can see.
The unit is failing because of a low voltage sensing in the night. The smoke detectors are designed for a reliable life of 5 years. After that it is time to replace them when they start giving false alarms. Your life and that of your family depends on you trusting the smoke detector. False alarms are not conducive to you trusting the unit. Replace all of them, you'll sleep better.
