i cant access the control panel says &this operation has been canceled due to restriction in effect.&

i had recent virus problems and managed to clean most of the mess up. but the thing is i can't get to the control panel and its gone from my start menu. it's giving me that restricted message operation has been canceled due to restriction on this computer. this never happened before and there is only one user on the computer. so how am i suppose to contact the system admin when i am the admin. also when i right click on the desktop and click properties i get the same message. i get the same thing when i try to open control panel from the run menu, and even when i try to open the individual .cpl files. i have spysweeper, trend micro, and windows onecare so dont think i need search for any more viruses just fix the damage. if anyone knowledgable about the subject could help me out it would be greatly appriciated. if i can't fix this thing soon im probably ganna end up reinstalling my OS (windows xp) and loosing everything on my hard drive

Honestly, if the breeder is willing to sell you a male dog and you have no idea what papers to expect etc, chances are you are buying from a crappy breeder and that dog should not be allowed to breed.

Giving the smoke and heated gases a way out helps clear the air and heat, making it safer to move and see while fighting a fire. Or trying to get out of one. Ideally the hose line will be in place and a coordinated attack will occur. Meaning water on the fire at the same time ventilation happens. Your ventilation hole should be as close to right over the fire as it can, or it may pull a fire to other parts of the structure.
